Creative mode in minecraft lets you build anything you want, but confined to the normal build limits and stuck in a normally generated world.
But what if you don't want to make a building or a pretty landscape? What if you want to make a life size replica of the Enterprise, or some other free standing shape just floating in midair? In that case the land around you is an inconvenience. And the build limit is also a restraint.
I suggest adding a third mode called Infinite Creative.
In Infinite Creative mode you spawn at 0,64,0 on an obsidian platform floating in empty space. There is no terrain at all, instead from y=0 to y=170 the only naturally occurring blocks in the world are obsidian blocks located in top and bottom corners of each chunk, and the corners of each chunk at y= 64. These marker blocks exist to highlight chunk boundaries and provide something to build off of.
In Infinite Creative the build limit is completely disabled, both up and down. You'd be encouraged to stick within the recommended y=0-170 range to avoid taxing your computer, but can choose to build higher or lower if you believe your machine can handle it.
And of course, mob spawning would be completely disabled.
I think this third mode would add a lot to the game, for those who don't want to build things in the Minecraft world but simply use Minecraft as a sculpting tool.

An entirely new save format would be needed for the infinite Y axis. Bear that in mind.
I believe that change was already made, since mods can now easily change the height limit compared to Minecraft's original code.
Even if a truly infinite altitude isn't possible with Minecraft's current code they should be able to grant a height limit at least two or three times greater than current.
It might be recommended to avoid building that high for stability reasons, but some people may be able to handle it.
