Grass, vines, leaves, and water have a varying appearance depending on which biome they're in. That's very nice and makes the world much more realistic and detailed.
But what if you don't want a certain color of grass in your lawn? What if your town crosses a biome boundary and it messes up the appearance of your lawn? What if you want to arrange different colors of grass side by side in a checker pattern?
I suggest that players be given the ability to place biome specific blocks in any biome they choose.
In creative mode you'd simply have all colors available to choose from. Regular grass, desert grass, swamp grass, etc. would all be different blocks to pick in the item selection screen.
In survival mode you'd be able to collect biome specific blocks using a silk touch enchanted shovel or shears (the enchantment would now be castable on those tools as well as picks).
If the block is something that can spread, like grass, the new grass it spawns would be tinted to the current biome. For example, you could place dark swamp grass in a plain. But the grass that spawns from it would be the normal light green for plains.
I think this would add a lot more decorative options, using textures already in the game.

That's what I meant. Just they would appear as different blocks in your creative mode item selection screen, or in your inventory in survival.
So swamp grass and plains grass wouldn't stack, the same way that white wool and gray wool don't stack.
That would clutter up the inventory hugely and would probably mean that every individual shade of grass/vine/leaf block would need it's own texture which seems like it would quickly get out of hand.

If you use silk touch enchanted shears then you get biome specific colors. That way your inventory only gets cluttered if you want to have many different colors and deliberately use an enchanted tool.
