Well I have been playing a bit now, and have managed to become an op on one server. I understand the difficulty of managing griefers without being over protective. I have also read a few of the discussions over various ideas of controlling griefers without ruining the game. It seems to me that the different methods vary in effectiveness based on factors such as server popularity, admin patrol, trust, etc. However, each seems to be a viable solution in one case or another, so I have decided to look at the tier proposal. It seems that so far it has been suggested that in a tier system, the 'visitor' (lower than the normal 'member') be denied permission to manipulate blocks, among other things. However people have speculated that this makes it pretty hard to have any fun in multiplayer initially, while others noted that it would become tiring for ops to make EVERY newcomer a member.
So, for a start, I would like to offer another way of controlling 'visitors', put a flood control on their creating/deleting that dampens their build speed. This would allow visitors to build (if slightly slower), while minimizing the damage a griefer could do before being caught. Now, of course this doesn't really help when there are NO ops on, as the griefer can do the same amount of damage in slightly more time. In addition to that, it doesn't really stop griefers, only delay their work and perhaps even make it harder to track. So, I answer these conditional problems with a new suggestion which I believe no one has considered.
The admin of a server is responsible for managing it, so they should be able to pick which method fits them best, and, as you notice, I haven't particularly mentioned any solid figures or set ups for the system. This is because I think the admin should have a control panel, allowing them to manage the power of the visitors and members. Specifically on this control panel there should be fields to set how fast visitors and members (and perhaps even ops) can build/delete, whether or not they can even build upon/delete other tiers blocks, and offer the option to bypass the whole system by giving ALL newcomers member access. It would only make sense, in addition to all this, to allow the admin to decide if the operators should have access to this control panel.
The main benefit of this is control, no matter what the situation is, an admin can adjust this to meet their needs. For instance, when there is a very evasive griefer about which the system is doing little to stop, the admin/an operator could set visitor build speed to 0 (per whatever time unit) and take as much time as they need to weed out the griefer without interfering with the normal members. With hackers about now adays, spawn prisons are worth little (especially when a server is unattended), having the ability to set build speed of visitors/members to 0 would allow an admin to secure a place from any attacks over night (or whenever it is unattended).
The only theoritical issue is complexity, and if it was set up right (perhaps with little check boxes for permissions and sliders for the build speed) that should not be a problem. This setup would however give the admin control over the griefers, rather than vice versa.
I look forward to input on this. I hope that at the very least, something useful can be hammered out of this thread.

First off, We dont even have an official API to work off of. and second, suggesting that something will be possible with the Lua plugins seems to be an easy way out now. And how can you know if it's possible if you didnt even read it all.

What if suddenly things are being griefed and you need some time to weed out the real griefer?
Or what if you have two players in the prison and only want to let one out for the moment?
