im pissed off at all the pricks that run servers, and ban people for NO reason. therefore i think that to run a public server you should have to apply to notch. this would make everything more standardized. you could also upload screenies, and vids of abuse, then the server could put offline, by notch, and the ip of the person would have to go through a special process of getting notch to know that you wont abuse power.
