Decoy - might draw attacks from mobs around you who would otherwise attack you, allowing you to escape or prepare for combat. Might be useful in the construction of a trap. Decoy would have limited life when attacked, of course, and be non-stackable.
Scarecrow - keeps dirty mobs off your crops / property. Works on hostiles and passives. Hostiles will come after you regardless of scarecrow if they see you in the area.
Both should be easy to construct (e.g. wood sticks and planks).
Well, snow golems are somewhat effective as a decoy, but I don't think they automatically draw attacks from everything within a radius. They also move around a lot, and I was thinking about something stationary. Especially as scarecrow.
Plus the mats for snow golems are not usually available in an early survival game.

where = pumpkin (as in attracts aggressive mobs) or jack-o-lantern (attracts all mobs) = boots (the "level" of the boots indicates the health)
The decoy isn’t that good of an idea because it’s kind of useless with all of the crud we can use, but I like the scarecrow because mobs are annoyingly notorious for damaging crops...
