the first major change is making some of the biomes a prefix type that would controll things like biome climates. first you would have the biomes that are more climate involved. forinstance snowy dry rainy dying flooded and some others that escape me at the moment.
second you would have your landscape type biomes. such as mountains, plains, swamps, grasslands, hills, forests, deserts. wich would determine things like trees per chunk and landscape layout.
the 2 would then be used to create your biome. naturaly some like desert and rainy or flooded and mountains would be cause swap of the prefix. as you cant realy do a flooded mountain or a rainy desert. once you have a viable combination it would then deside your foliage and grass coloration on a chart like is curently used. in the case of say a snowy forest the grass coloration would be a lighter frosty look. wile a dying grasslands would have rather dead looking grass with fewer trees, tall grass and flowers.
this would also previde a chance to make biomes blend better at their edges. where you can have so to speak transition chunks between biomes, that would smooth the transition the current tansition is especialy jaring at the edges of swamp biomes. where they mesh about as well as a car and a street lamp that are trying to spoon.
the second part of this is the seasons
on every new moon the season changes wich alters the weather patterns based on the seasons. the season would also change the effectiveness of some things like useing bone meal to get flowers.
the seasons change would also alow for the creation of calanders. calanders would be crafted in much the same way as a map only replacing the compass with a clock. wich would be a place able wall item that is 1wider 2tall. the upper part would display something representing the season. snowflake for winter sun for summer flowers for spring and falling leaves for fall. wile the lower part would display the day of the season it is eather as a number or a showing of the current moon phase. the time between new moons may have to be raised to make the seasons each last a reasonable amount of time.
in winter the weather would in most biomes change to snow insted of rain. it would also cause things like storms and snow to happen more oftain about 2-3 times per winter. winter would also lower the chance of flowers when useing bonemeal.
in spring you would get rain insted of snow but have them happen about as oftain. with a higher chance of thunderstorms. spring would also raise the number of flowers you get from bonemeal use a fair bit. the leaves on trees would also naturaly regenerate to normal size
in summer even snowy biomes stop geting snow and get rain insted ice blocks will also melt on their own during this time. the chances of rain gose down to maby once during the summer.
in fall the leaves on trees would pair down by one layer on birch and regular trees pines would be uneffected. all crop items would also grow to full size faster in fall as its the harvest season.(yes i relize that isnt exactly true with water melons wich tend to be harvested in summer)

i see volcanos being more of a event type thing then a biome in their own right. however something like a dormant volcanic island could be a posible biome type. as far as volcanic areas id say it would end up as a prefix biome modifyer.
