Doing a search, there are literally no results for "rocket launcher." No mention of "rocket" at all in the big suggestion thread. Surely I'm not the first person to think a rocket launcher wouldn't be utterly out of place in Minecraft.
Now, before you start thinking of a Quake-style rocket launcher, let's make things more practical. This isn't going to be some space-age rocket launcher, and our rocket launcher is going to be more of a tool than a weapon. Basically, think a more practical way of using explosives for mining than through just TNT.
So, what would our basic rocket launcher require? Well, it shouldn't be something you can make immediately, so it should at least require iron, but preferably something a bit rarer... gold, maybe. We'll assume it needs some sort of rudimentary electrical/power system, so redstone needs to be in there somewhere, too. And we need something to hold it with, so let's throw some sticks in for use as handles.
So we'd end up with something like
[empty] [empty] [empty]
[redstone] [gold ingot] [gold ingot]
[stick] [empty] [stick]
as our crafting grid. I'd really think it'd make more sense if we could craft an iron or gold tube, but this prevents us from needing to add more items. Basically, the gold ingots form the tube, the redstone gives us an ignition system for the rockets themselves, and the sticks are used as handles. Again, gold is being used because I feel diamond is a little too rare and iron a little too common.
Now, our rocket launcher needs rockets to shoot, too! Rockets should, ideally, a little easier to make than the launcher itself. Our rockets will need a warhead, a propellant, and an ignition system.
And that's per rocket - one iron ingot, one redstone dust, and two handfuls of gunpowder. Gunpowder would obviously be the limiting factor here - better go hunting creepers if you want rockets.
Now, the general idea is that the rocket launcher would fire a rocket with a right-click, and use rockets as ammo, much like how a bow uses arrows. Rockets would be set to explode automatically after a certain distance (maybe a max of 10-12 blocks?), or would detonate on impact with anything. We don't want our rocket launcher to be used for sniping, basically.
Each rocket would explode with about the same force of a creeper's explosion for purposes of what it can blow up (so it can blow up stone and cobblestone, basically), but with roughly half of the area of effect. A rocket would do about 3 hearts' worth of damage for a direct hit, with less damage the farther you are away from the point of impact. Again, we want the rockets to be used as tools more than as weapons (a fully charged arrow, for example, does 5 hearts of damage.)
As a nod to Quake, though, I'd totally like to see rocket jumping be possible, and maybe that behavior could be expanded to all explosives (TNT jumping, anyone?) That is, explosions would send you flying a certain number of blocks, depending on proximity to the explosion and direction you're facing.
Lastly, if an ammo-using item could be used to use different kinds of ammunition, we could have multiple types of rockets - maybe diamond warheads could be used to have the rocket go through three blocks before exploding (so you'd always get a perfect explosion with no waste), or a rocket with a slimeball warhead would bounce off of a solid object instead of detonating (so the rocket would only detonate when it's traveled its full 10-12 blocks, rather than exploding once it hits a wall.) Lots of options here.
Sounds good to me, there is many ppl in the forums thinking crazy ideas about minecraft, like cars or super lazor weapons, sounds like **** to me becouse minecraft is about mining in some kind of medieval age, and super technology like lazors and cars, its just out of place. But this seems like a good idea to me since its going to be used as a tool and not as a weapon of mass destruction with ppl using rocket launchers to destroy everything in their paths.

While this isn't quite what I would like to see in minecraft, the primitivity of it does try to slide into minecraft, but it is still a noticeable outcast. I would say the best thing to do here would be to have an alternate arrow, with dynamite rigged to blow up after so long. It would only travel 1/4 to 1/2 of an arrows distance.
Ex: Shoot Dynamite-arrow towards stone, sticks into the wall, 4...3...2...1... BANG

Since after all, when actually crafted, an arrow's head is flint. The flint could possibly spark the gunpowder and cause a small explosion. Maybe like 1/3 the strength of a Creeper's blast?

Absolutely. It'd essentially be a smaller TNT blast. Most objects in the blast would be destroyed, so you'd still need a mining pick if you're looking to actually collect what gets broken. The rockets would be used mainly for creating mineshafts quickly, not for collecting ores. Creating a 3x2/3x3 mineshaft is extremely tedious with mining picks. Rockets would allow you to quickly carve mineshafts or pits into the landscape at the cost of not getting most of the stone and random ores (usually coal and iron) you run into along the way.
It'd probably also be less cost-efficient as well, since gunpowder is a fairly limited resource unless you've setup a creeper farm.

I don't care a whit about multiplayer. The game is designed around single-player, and so are the best mods. It's not hard for a decent, Bukkit-using server to setup non-destructible flags for player property, anyway. If you're worried about someone making a rocket launcher, you should be equally concerned about some jackass with a lava bucket or diamond pickaxe.
You wouldn't be using the rocket launcher around your house, anyway - again, it's mostly for use as a tool for faster mining. If it bugged out... well, bugs can be fixed.

How are redstone Rube Goldberg-esque inventions (which are essentially electrical for practical intents and purposes) medieval, let alone industrial? How do you explain self-contained, electrically-powered pistons and electrically-powered train tracks?
I'm not asking for a Doom rocket launcher here, I'm asking for essentially a metal tube that fires a rocket-powered explosive. It's not a weapon, it's a mining tool.
