i was thinking since when u farm sheep now once u harvest their wool they are only useful for breeding i thought why nit have them eat tall grass to regrow their wool that would mean yo'd have to use bonemeal on the ground every now and again to get them to regrow or lead them to new pastures
That is actually a really good idea, because as you said they are only useful for breeding after you harvest their wool off. Also a good idea as well would be to have bells or something to right click on sheep, chickens, cows, and pigs to "tame" them. So they wouldn't despawn once you've "tamed" it.

Animals are already persistent, they no longer despawn unless killed.

I haven't had any of my farm animals despawn...
Animals don't despawn anyone unless killed, and this idea of eating tall grass is fantastic. Think about it, roaming animals feed on what else? Grass and shrubs. Sure, keep wheat in there to feed them and get fast breeding animals, but have them Nom on some wild grass ( Tamed or Not ) and they will eventually breed. Would be a great addition, and would help with pastures, a couple bonemeal here and there and you got yourself a farm going.
