Its so painfully simple to do that a 5 year old can do it! Also, texture packs are not endorsed by Mojang, the crew has no need to make a feature editable in a texture pack just because a few hundred people out of the 16 million users have a problem with it.
Obvious troll is obvious.
The swamp overlay is a texture, therefore it should be editable with a texture pack. Same as torchlight, and biome shaders, and every other visual aspect of the game.
(And yes, a single color is a texture. Flat is a kind of texture.)
Do you say the same thing about particle colors, I wonder? ****, why not make the sky color Texture Pack editable!
Texture packs are given control over the shading of every biome except one. We have yet to hear an actual reason why.
Particle colors don't mar the countryside if you don't like them, but since you bring it up, yes, the shaders used for particles should be texture pack editable as well. The sky is editable in The End; the Overworld sky would be trickier because of how it changes over time, but if it could be reduced to an editable set of textures without reducing fidelity then yes, so should it.

Why the hell would you want to change the particle or sky color? The End I can kinda understand, as it can actually cause feedback on speakers(like mine) but the overworld? Its a terrestrial world, I have no idea why you would want the sky to be a deep shade of pink. Particles are colored so they match the environment they are found it. "Portal" is used in portal tiles, ender eyes, and endermen. "Smoke" is used with torches, fire, lava and end portals. "Waterdrip", "Lavadrip", and "WaterFX" are colored to fit their environments, you wouldn't want to see ****ing red water and silver lava dripping from the ceiling, would you?
There's no need to be hostile. Since you ask, no, I would not want to change those things. But I would not begrudge others the ability to change it for themselves, if they wanted to. I don't understand the vitriol, we're not asking anything of *you*, if you don't want it to change just play vanilla or don't use texture packs that change it. Why should other people's desire for customization bother you?
yes some people would like to edit all of those. The water for instance since the drips are not the same color as any other water, which some people find weird. Kahr's HD Patcher allows one to edit all of those colors, and some texture packs take advantage of it

If I were afraid of changes I woul have been against several updates. What I hate is people demanding things that don't alter the game and act as if it does, such as more freedom to change the look of the game. Be glad you can even have texture packs without mods, don't take it for granted and go demanding even more things that are superfluous to the game.

I would like to hopefully calm this thread.
we don't want to change the sky color, the red of redstone, or the size of Steve's head. We want to change swamp biome transitions. Why? because you can edit every other biome but NOT SWAMPS. You are entitled to all of your opinions but we have illegitimate claims for this suggestion. That is the only thing we want, and we ask that you respect that.
Texture packs aren't about why, they're about why not. Maybe you want to make the world look like an alien planet. Maybe you want to turn water into blood for a Halloween themed pack.
But that is beyond the point of this thread. The point is that texture packs trying to tweak the color of swamps (because real swamps do come in more vibrant greens than the current Minecraft ones) end up looking like ****, while the rest of the biome grass can be tweaked just fine.
Mostly moved on. May check back a few times a year.
Nobody is "demanding" anything, this thread is in the "Suggestions" forum, and that's exactly what it is. A suggestion. It is something we would like to see in the game, in the form of a petition so that Mojang can see how many people would like to see it happen. Sometimes game creators listen to their fans, sometimes they don't. Our hope is that in this case they do. But nobody is "demanding" anything.
