The lizard is a neutral mob that acts much like a wolf and pig mixed together. They will be three to five blocks long and one block wide. It can be tamed like a wolf and be ridden like the pig but with control over its movement much like a boat. The lizard will spawn in groups of at least one and up to three. They are tamed with gunpowder and/or pork. It has two attacks, biting, and setting fire to an object (mob or block)three blocks in front of the lizard's mouth. (Three blocks is enough space to move around a fire to avoid burning itself/yourself if it/you ignite a block.
The lizard will roam around the world in search of prey (pigs and creepers). If you click on the lizard with a saddle you will equip it with the saddle and can ride it, but it will continue to roam the world in search of prey until tamed. Once tamed and equipped with a saddle you will have full control over the beast. It will move slightly faster than the walking speed of the player. (I'm still deciding if they should be able to sprint.) When riding it the player would be able to press a key to make the lizard bite and another to make it use its fire attack. (You must have gunpowder with you to use the attack because gun powder is the source of the lizards fire starting ability. The attack may also have a delay between uses. This is to avoid spamming fire.) When not riding a tame lizard it will follow you like a wolf.
Lizards have ten hearts and heal naturally over time. They can be fed ANY meat item to regain health instantly.
Lizards will take damage over time in snow biomes until they die.

You tame it with gunpowder, which is a dangerous process because the lizard might attack you (it is a neutral mob before you tame it). Its fire attack is a bit like the Blaze's; it doesn't cause any real damage, but instead simply causes mobs, the player, or blocks to become set aflame. It attacks pigs and chickens regularly, and will attack a zombie if it gets too close (but not creepers, because creepers are like brethren to the lizard).
Once you tame it, you can put a saddle on it and ride it. The lizard moves at almost twice the speed of the player, and can sprint in short bursts at thrice the player's speed. It is incapable of attacking while you are riding it, and will take any damage from hostile mobs (except skeleton's arrows) while you ride it, in addition to taking fall damage. You cannot take a lizard with you into the Nether; if you are riding it while in a portal block, the lizard will be left behind.
When not riding, a lizard will not move, staying still. However, like a snow golem, it will attack any hostile mob that gets within range, but since it only sets them on fire those mobs will not be distracted away from you.
Just my thoughts. They use some the ideas you have, but I think they refine them to a more useable state.

I like your ideas Writr, you also have very good grammar. Having tame lizards stay still is more realistic; every tame lizard I have seen only moves to get food/water, or when something else gets near it.
The part about creepers being the lizards brethren is kinda funny to me. I have always thought of the creepers as insects and lizards eat insects. I would have never thought of them getting along.
