In real blasting what can sometime happen is over pressure from the blast will sometime launch rock fragments into the air. This is known as "Flyrock" it's also extremely dangerous. I think this should be added into minecraft.
I got the idea from the fact that now sand and gravel will fly up from explosions now. But why can't rock? Reason 1 being basically that only gravity effected blocks are launched like this at the moment.
But the thing is, blocks too close to a blast are totally eliminated.
I believe these ones right at the blast would be the ones that should be turned into flyrock.
That way you could then eliminate flyrock by covering the blast up or doing a deeper blast.
Essentially what would happen is this.
You set up a tnt inside of a 3x3 ball of stone blocks.
The TNT goes off
Flyrock projectiles (like arrows) fly outward away from the TNT source of the explosion.
The physics of the flyrocks would be dealt with similarly to that of arrows but potentially do more damage.
In addition to forming a new danger from blasting carelessly, flyrock could also be useful for people to use to make cannons. You could, for example, make an obsidian tube loaded with tnt, then stuff one end with cobble. Upon detonation, the cobble is turned into a 'flyrock' and launched outward.
Upon impact the flyrock could have a very light explosive force similar to a creeper, perhaps less though.
Another suggestion (this doesn't have to do with rock fragments but is similar) is that you could break up stone into fragments on a crafting table. Put it on a craft bench with TNT, and you have a new block, not sure what to call it but here's how it works:
You can only use redstone with it, fire might damage the fragments, you then detonate it but instead of fragment damage from other rocks around it, you get shrapnel damage from the tnt itself. Sounds interesting"?

The difference between a STRIP mine and a SURFACE mine
