Instead of being a generic block with the same image on each side (which isn't at all like real bookshelves), why not make them containers (like chests) that have definite fronts, sides, and backs (like furnaces)?
There are already plenty of blocks that have an orientation. Furnaces, pistons, pumpkins / jack-o-lanterns are among those that easily come to mind.

I thought you just meant a place to store things (which I'm in favor of), but having them also have an orientation would be ten times cooler than what we've got now.
And for cryin' out loud: Why is it you can reposition every other block in the game, but this one block, which you spent time running around hunting bamboo to create, just gets destroyed? It makes no sense!!

My nephews and I have started posting Minecraft videos on my YouTube channel! Fairly random, but enjoyable.
General schedule is 4 PM Mon-Fri and 10 AM Saturdays. Most popular MC vid so far is the one Vechs laughed at on Twitter!

We can't reposition glass blocks or panes, and repositioning glowstone is extremely expensive if technically possible.

Yes, its intended function would be to store books. In fact, it should be relatively simple to permit them to hold ONLY books, maps, paper, and so forth. Just as the 'fuel' space in furnaces will only permit certain items to go in it, the storage spaces 'in' a bookshelf would only permit book-themed materials to go in.
If written correctly, the bookshelf could even store a specific book (instead of just holding 'book' in memory), so that if we gain the ability to write in books, we could shelve them without losing their content.
I'm still holding out hope for a "Myst"-themed mod in which books can be made to open portals to tiny, custom worlds, so the ability to store a written book would be very, very useful.
