So, at the moment, we don't really have that any underground biomes, and whether or not you really want to consider this a biome is up to you.
So, what if there was a chance of you finding a huge opening underground. And in that opening was a giant lake, but here's the catch; the lake is frozen. It wouldn't be some small opening though, it would be like a large room underground, but in order for the space to be high enough, these might only occur far under the general surface level. So, these lakes are frozen and big, but there would be much more than that.
The entire surface of the lake would be made of two different blocks, Ice and Thin Ice. Thin Ice would look extremely similar to regular ice (maybe it could be cracked or something), and act almost completely the same. The only difference would be that, whenever you walk on thin ice, there is a certain chance (maybe like 1/5 chance?) that the block would break like glass under your feet and drop you into the water. If you sprint on the thin ice, then the chances of it breaking under your feet increase (to like 1/3 chance?). If you sneak on the thin ice, then the chances of it breaking decrease (to 1/7 chance?), or it would just not break while you are sneaking. Thin ice, if by a light source, would also melt faster than normal ice would.
Additionally, thin ice would be collectable. If you break it with your pick axe, then the item will drop and you would be able to pick it up. But the item would still be thin ice, and would carry the same properties, but if you put thin ice and a bucket of water into a crafting bench, then the item becomes regular ice. You would get the bucket back.
Now the water, it could either be a new type of water, or just have different coding in these biomes (if that's possible). The water in this biome would be freezing and dangerous. If you happened to fall into it, you would immediately begin taking damage, but not at the rate of lava damage and not at the rate of drowning damage. It would be like where you lose half a heart every 2 or 3 seconds. It wouldn't matter if you were under the water or not. if you start drowning in the water, then you would take damage at a faster rate. If you pick up this water with a bucket, then it turns into normal water.
Now for the mobs. In this biome, Snow Golems would spawn naturally, but wouldn't effect the ice, in other words, there would be no chance of the ice breaking due to a Snow Golem; and they wouldn't be the only mob that spawns, all the other mobs would still spawn regularly.

But when they see someone above, they try to reach it. Zombies could start breaking the ice(hard to break ice, easy with the thin ice) and jump to attack the player.
Now let's add to it the sound of ice breaking, the moan of the zombies and the high chance of thin ice breaking when sprinting. Hmmm...
The skeletons, obviously, can't use the bow under water, so these specific skeletons have the zombie behavior, only almost soundless, faster and having less health.
Ice stalagmites(same as cactus in what they can do) would be nice as well...

I was thinking that the thin ice, when you walk on it, would make a cracking sound every now and then.
And I think they can use their bow underwater, but the arrow just moves a lot slower while it's in the water. But I could be wrong.
Anyways, those are some interesting ideas.

Yea, after I posted this the thought that if you happened to fall onto thin ice, then it would immediately break and break your fall.
You wouldn't make it, as I said you break it with a pick-axe and collect it.
