Where the glass is a glass pane.
When you right click with it, you would look through it, and it would magnify whatever you're looking at.(4x?) When on render distances lower than far, it would see through the fog. It might also be possible to point out players, structures, and mobs, but I can't think of a way to do that without ruining the fantasy theme of Minecraft.

The idea is ok, but needs to be more requireing/sive? 3 blaze rods for the stand and a spider eye above the glass?
Well, I was more thinking something that you hold in your hand. I don't think it's so powerful that it requires 3 blaze rods, but mounting it on a stand and putting it on a balcony is a good idea.
Where gold is the original telescope. Not sure whether iron or sticks would be better.

Iron will give it more blast resistance and a nice silvery shine to it, the sticks don't add blast resistance and look like wooden planks and you have a chance of the telescope "breaking" off the stand but thats a 1 in 20 chance.
Not sure about that. The idea is to create something that's easy to make, just so you can make a stationary telescope. Multiple types with perks kind of overcomplicates it.

Which means that Notch could make a craftable telescope for 1.9.4.5 which of course will never exist as 1.9.5 is out already!
