I was playing with my friend in my public server which I host on my computer. After a flood of griefers, we had only a couple other people who were actually building stuff. It would be nice to 'lock' the server, moving the server off the public list without having to close the server and change the setting.
/sv_lock
-Moves the server off the 'Public' list
/sv_unlock
-Moves the server back to the 'Public' list
These settings can be used the server owner, which would be set in the cfg files.

I think he's talking about classic, but if it's a beta server, go into the server properties and set whitelist as true. If it's classic, well greifers are always going to be a problem, you should move to beta at some point, and Notch won't update the classic.
Edit: Of course there was no whitelist back in 2009
