But this time, I'll work out all the little kinks and try my best to make this idea as "epic and 1337" for the player while also not being a complete idiot. Here We Go

So... initially here is the main problem... THE WHOLE DUNGEON WOULD BLOW UP... however this is also the easiest thing to be fixed. Simply make it so that creeper spawners have a blast resistance equal to that of obsidian, also that goes the same for any linking moss-stone and chests.
(which could also lead to some pretty awesome moss-stone creations that can't get blown up)
However if the creeper becomes a "super-charged" creeper, it can destroy blocks OUTSIDE the dungeon , making it slightly harder to get to. To add a bit more epicosity to this, any creepers that are spawned from a dungeon, (regular or super-charged) are 2x as damage dealing.

No. The idea of how to make the dungeon creeper-proof is a stupid fix. If anything, dungeons should be made double-thick using stone bricks. The loot is way too much, as most dungeons have useless items. Albeit they can have some better, its usually not worth the fight to get the loot. The only way to make them twice as strong would be to add a new mob, which would be indistinguishable from normal creepers.
I don't think spawned Creepers need double damage, default is just fine. And I guess the loot should be higher than usual, but not THAT much higher (64 slimeballs + 11 diamonds + cake = op).
