I'm not sure , Creepers lose their fear that they have built up for so long. Anyways , if you'd have to BURN a creeper to make it explode. I'm not sure how to say this but , creepers are like the mascots of Minecraft. The green penises that explode upon contact.
Removing their ability to spontaneously explode just seems... wrong.

I took what she meant as when they catch on fire, say, fall into lava, they explode?
In that case , sure , why not? If they explode while taking damage from fire , it doesn't change much of the meaning of creepers , just that you have one less defence (burning netherrack pits).

I very much doubt that they were meaning that a Creeper should have to burn instead of exploding the regular way. They never said that. Quit being the Creepers' white knight and actually take a look at the suggestion...it's suggesting an additional thing to make Creeper's explode.
Personally, I don't like it though. It would probably lead to a lot of random destruction all over in places the player hasn't even been...and look how popular that was with the Endermen. Plus, it turns flame walls an lava moats from good ways to protect your house into a guarantee it will be destroyed.
