Please note: This would be an option within the server.config file. I fully understand that some servers will not want this as an ability in their server, and I am adapting the idea to that.
creation
To create an alliance block, you must place a diamond block, then a 2 block tall obsidian pillar on top of it, with a 2 block tall gold block pillar at the top. Function
The alliance obelisk has a few functions:
1.) Allows you to form a server-registered team.
2.) Creates a semi-protected area around it that slows non-alliance member digging
3.) Allows you to create a place for new members to spawn at instead of the normal spawn.
Alliances
Upon creating an alliance obelisk, you become the leader of a group. A GUI opens that contains a few windows.
1.) Alliance members
“Alliance members” is pretty self-explanatory. You type in the name of a player that is online, and it sends an invite message to that players chat. If they type in “/accept”, their name is added to the “Alliance Members” list. If they type in “/decline”, their name is not added and you cannot attempt to add their name for a minecraft day.
2.) Alliance Name/color
“Alliance Name” is also mostly self-explanatory; the name of your Alliance. This name will show up just above your players’ nametag. The color is also simple; Pick a color from a pallet, and your nametag adopts that color.
3.) Allies
“Allies” is a list of other alliances that you are allied with. Other alliances that are in your Allies list will not suffer the dig speed penalty around your obelisk that other alliances have.
4.) Enemies
“Enemies” includes other Alliances or individual players you do not want to be able to spawn at your Obelisk. Just type in a faction name or a player name, and it will disallow that individual player or all players in that Alliance from respawning at your Obelisk.
New spawn zone
If you wish, you can click a checkbox that makes your obelisk an optional spawn zone for players. All Alliance members respawn at the Obelisk, regardless of what this is set to.
protected area
Around the Obelisk, there is an area that makes non-Alliance members and non-Allied groups dig at a slower rate. The penalty is not that high, only being 25% slower, but it is enough to give the defenders an advantage.
You can extend this range by adding another obelisk on an adjacent block.
Other notes
The reason that I used the blocks I used for the Obelisk, is:
A.) Obsidian takes some time to mine/cast
B.) The gold blocks will encourage trade with other people, and make gold a greater sign of power
C.) Diamond blocks take some time to get, and are very expensive. You need to choose whether to make an obelisk, or make tools with it.
A bit expensive, but i like your idea! Maybe instead of un-alliance members digging slower, make them not be able to break/place at all, so it's like protecting, like in the factions plugin! PIGGLES SAYS YES TO ALLIANCE TOTEMS!

The problem with not being able to dig/place at all is the fact that it would make it impossible to raid certain bases.
Say someone made a base that was just a dirt box. But an Obelisk inside, and they can never be raided. Sounds imbalanced, right?
The only way to take over an area that has an Alliance Obelisk would be to destroy 1 block from the Obelisk, thereby destroying it. Making non-Alliance members completely incapable of digging would completely throw the balance off, as well as limit raiding strategies to either:
a.) Running at the enemy base
b.) running around/to the sides of the enemy base trying to find a way in.
