You should be able to interact with it just like a crafting table.
Right click and you will enter a 16x16 grid (16x16 is the same as the surface of a block without a texture pack).
There is a set of empty slots to the right this is where you put you color dyes.
Each dye piece should give you 8 uses.
Now you can fill in the blocks with whatever color you like.
Now we just need blocks to "paint". I want to use the "Moon" rocks from The End but if you cant get back from The End how can you use them? so **** on that lets just use wool. A 3rd option I just thought of to make it a little more difficult. Craft a new block "Blank canvas".

I have see that mod. The main difference with my idea is that you can change the look of each block pixel by pixel. very intricate.
