I think that, using 9 coal or redstone, you should be able to make a coal or redstone block, just like you can using lapis lazuli or diamonds, for decoration/storage.
Maybe even this:

With the new enchantments, you can enchant a pickaxe to have Silk Touch. Silk Touch enables you to collect the block, rather than the drop for a lot of blocks. So instead of redstone and coal items, you get the block.

2. People use diamond blocks for decoration. So that completely destroys your idea of "better uses." Maybe the person isn't that good with redstone?

2. A red block that's not netherrack or red wool.
3. As was said before, decoration. For example, coal ore and diamond ore in a checkerboard pattern for a floor look really nice.
Yes, I would love this! More options for decorative blocks is always nice, and of course easier storage, as was mentioned. Having multiple chests of coal gets rather cumbersome. x_x;
It only makes sense, since we can have block-forms of the other mineable ores.
Remaking an ore block seems stupid, IMHO. However, the coal block and redstone block are nice ideas. You could even add a practical use with the redstone block, having it so it holds a charge even as you stack them vertically. Could be very useful.

Just leave it to 9 redstone or 9 coal to make them. It's way too stereotypical to use diamonds and obsidian in crafting ideas, other then that, why not?
