I thought of this item when I was making a storage room. I think it would be good for custom adventure maps, or maybe they could replace the chests you find in dungeons. So you can't just peak in and see what's good. You have to literally break the chest to get it.
Piggy banks should be tough to break, so you don't break them accidentally.
And I'm kind of torn as to whether you should be able to look in and see what's inside. It would probably need a different GUI to handle only dropping items in, but not being able to get items out.
Because it's not particularly powerful, I think the recipe should be a dirt chest:
Sounds kind of like the dyable vases in the BTW mod. I for one would like to see a similar idea integrated in vanilla minecraft. They make for excellent target practice, and are very useful for RP purposes, which people seem to be wanting more of.

Real piggy banks are made out of clay, but I think clay is too rare for this purpose.
Because it's hard to break, "piggy banks" made out of mud could be a useful early starting material to build houses out of.
