Signs are very useful, but it's annoying to have to break them in order to change the message. Also, that prevents people in edit protected multiplayer servers from being able to leave messages at all unless they have permission to build in that area.
I suggest having a second type of sign: chalk boards.
A chalk board would function exactly like a sign, except it would have white text on a black background and you could open up its editing menu (without automatically deleting its contents) simply by right clicking it.
The crafting recipe could be a stone slab surrounded by sticks on all sides.
This would make two different, but equally useful kinds of message devices. Signs, which would be intended for permanent or long term messages, and chalk boards, which would be for less permanent short term messages you want anyone to be able to change.

I don't think it's necessary. After all, you don't need ink or paint to post a sign.
