Jokes aside, let's get to the point. Snow biomes (1.9 pre by the way, so don't start accusing me of lying) currently don't offer anything really different to the normal gameplay. I suppose you could say "MANG IT SNOWS DER AND MAKE LIKE THE ICE AND STUFFS", but that's really it. How about we make it so that players take "cold damage" from being in the cold too long? As long as your standing on a block with snow on it, you'd start to take damage (About half a heart every 30 seconds or so). While you're cold, your mining speed decreases, along with your damage dealing. At night, the effects are doubled (half a heart every 15 seconds), even slower mining, worse damage.

Now you're probably wondering How the shiznit do I stop this?". Well the answer has always been here; WEAR SOME STUFF!
Leather armor is the only armor that can stop the cold effects. But if you don't like the color brown, craft some wool clothes instead! They come in [insert wool colors], and aren't incredibly hard to get (If you want them shiny flower dyes, figure how to get those in the tundra yourself).For those of us who are more battle oriented, you could add wool padding to armor, stopping the cold effects, and even some cushion from falls!
Since the tundra is so cold, why shouldn't the desert be really hot? -To Be Continued-
Perhaps you could 'insulate' your clothing using leather and a crafted piece of gear? Gear in center, and, depending on what it is, 6 leather around it or 4 leather around it.
And in Desert biomes, Your hunger (and thirst if it is added) would decrease faster than norm, you'll walk slower after time, and mine at slow speeds. Wearing armor increases this effect, maybe making some sort of 'silk' clothing it would protect you?

I'm thinking more like standing on snow is like standing on fire (You're being set on cold/frozen), so it isn't terribly hard to program. Although there is the problem of how to get rid of it once you're cold...
