Why?
Every sense I first started playing Minecraft, I've been dissapointed by the fact that once your items are close to being destroyed, there is nothing you can do about it. I have been on some worlds where Diamond is scarce and I would only come across 3 diamond. Of course, the Diamond Pickaxe I could make would be worth it, what happens when your pick breaks? You're out 3 diamonds. Of course you might say, "Get over it. Its a survival game and everything in real life breaks. Nothing lasts forever, even if you do repair it!" Well, If you keep on reading, you will find out my suggestion on keeping this as underpowered as possible.
How will it work?
Simple. You would create an Anvil using a few iron and place it down. Upon right clicking, a screen similar to a furnace will pop up. On the top you would put the item you wish to repair and on the bottom you would put one of the ores you used to create the item. Besides those two slots, on the left of them you have another slot. In this slot you place a hammer (Ill explain later). Think of the hammer as fuel. You can craft it using Stone (1 Use) or Iron (3 Uses). Once you have that all situated, your item will be repaired by 25%.
Still dont understand? Lets say you have a diamond pickaxe that is almost broke, so you build an anvil. On the top slot you put the pick, on the bottom you put another diamond. Then to the left of that, you put a stone hammer. After a little while, your diamond will disappear and so will your hammer, but to the right, your pick will be repaired for 25%. If you're still confused, please suggest me a way to create a graphical representation of it.

Thats retarded, you might as well just use the new weapon. The way I came up with makes more sense.
Actually, no. If you have two almost-broken diamond picks (Trust me, strip mining until you find diamonds will make enough profit in order to obtain two diamond picks) and you combine them, the total durability of the new pick will be greater than if you didn't repair it. Read the wiki and try it with wooden tools.

If it aint worth fixing dont fix it.
Place two of the same item (Say, two half-broken iron swords) and it will repair the item a certain amount.
