So in Minecraft, the winch would be a block that pulls in or lets out a cable. It would pull in the cable when redstone current is provided to the winch, and would let out cable when there is no redstone current being applied to the block.
The cable would connect to a special type of block; a platform block. When a single platform block is pulled by the winch, it pulls with it any platform blocks connected to it (and these blocks pull any blocks connected to them, and so on). These platforms could POTENTIALLY pull other blocks along. For example, if you put a chest on the platform, or if there was a torch on the platform, it would move along too.
When would you use such a device? The obvious answer is for a simple elevator; press a button at the bottom to turn the elevator on (probably by setting a memory latch to ON) and to make the lift go up, and then another button to turn the elevator off (probably by setting a memory latch to OFF) to make the lift slowly lower again! It could also be used to lower a bridge down to a road, or as a vertically sliding door.
A couple of limitations: the winch would find the first platform block BELOW it's position on the y axis. So it could bring blocks up/down, not side to side. There would be a limit on how far down the winch cable could reach. If the platform lowers reaches this limit, it would not go any further. You'd also have to limit how many platforms can be connected in a single clump; if a winch tried to lift too many, the winch would break.
What do you think? SHOULD the winch work side to side? You could potentially 'aim' it when you place it. Then you could make horizontally sliding doors, cable cars,secret doorways, dissapearing floors, and so on. And also, how would you craft such a device? Would you need to craft the cabling too? How would you craft the platforms, and what would they look like?
Well in the Better than Wolves mod, you craft rope and attach it to an anchor, essentially allowing you to go deeper in mines without risking the jump. You attach an anchor to a wall, and feed rope into it until it reaches the floor.
It's used as an elevator as well. Attaching a large platform to the anchor and then feeding rope through a series of pulleys powered by a giant wind sail. You should check out this vid. It's the Yogscast doing a mod spotlight of it.

I agree though. Some form of winch, or pulley and rope system needs to implemented into the vanilla game. It can't be hard, and it'd make scaling areas easier. Short of digging your way down, there is very little else you can do to explore down. Putting ladder down only works going up...
Plus, having a working elevator would be awesome :biggrin.gif:
This seems like the next logical step from pistons.
