When Notch put out weather, everyone was excited. However, when it came out, everyone just got pissed off whenever it came. Rain really doesn't do much either. I think this should change.
Rain: turns dirt blocks into mud blocks which work like soul sand. Mud will turn back into dirt after a few minutes if exposed to sunlight, and can be picked up as a mud block.
Snow: when it snows, snow gets on blocks. If it snows for a certain amount of time, snow blocks start spawning in.
Sandstorm: in a desert, there will be occasional sandstorms. Sandstorms knock over cactuses and sugar cane and deals a half heart of damage every 20 seconds if you are not in a shelter
Cold: when it's cold, if your are not wearing clothes (see below) or armor then a blue bar appears over your food bar and when it empties you start taking damage.
Heat: when it's hot, your hunger bar turns yellow and goes down faster based on how much armor or clothes you are wearing.
Thunderstorm: when a thunderstorm appears it rains heavily and lighting strikes every few seconds.
Hail: rarely, it will hail. I'd you are not wearing iron or diamond armour you take damage.
Volcanos and eruptions: in mountain biomes, there are volcanos. Rarely, the volcano will erupt and lava will spill out.
Clothes: using wool on your crafting table turns it into 4 cloth. You use cloth to make clothes similar to armor.

Good idea, for a mod. Rain lags my game like a SoB though.
I also have other ideas about cloth. It could make decorations like a curtain block with glass and 2 cloth, string with 1 cloth on top of the other would make 4, similar to sticks. Cloth could also be used on beds for decoration and could be used to make rugs also.
Ocean biomes:
Tidal waves: deal a bit of damage if they hit you. Otherwise, just submerges you in water.
Tsunami: same as tidal wave… but bigger
Whirpool: sucks you down into the deep were you hopefully will not drown.
New mobs?
cool idea but make less weather changes and make it rare, parts i like volcano sandstorm and cold/frostbite in snow biome but heatstroke sadly would get anoyying desert to big lol and it would be unliveable anyways good idea

Sandstorms would be really annoying, but they wouldn't be common and if you have a high food bar it doesn't do damage often enough to actually harm you
