It is redundant. And it makes cool looking underwater glass structures have that "poorly made" look, and makes cool looking underlava structures... well... leak lava.

If there is water/lava directly above a block.. And you are in an air space under it.. it will 'leak' water/lava particles on you from above. This was done so that one can tell if there was water/lava above them. Also it is a nice effect for cave settings.. Though if it is glass its function is rendered useless, and it does not always look very pretty.
Glass blocks should not leak water or lava.

he's complaining about glass blocks leaking water/lava when built under them, suggesting a very unprofessional look about them.
the only solution (currently) is to place 2 blocks of whatever material is under the water to stop it from leaking.
