I guess I'll fill you in. I started a new world, and spawned in a swamp biome. I looked around, and noticed the water was a emerald green colour. 'Neat' is what I thought. I made a bucket and scooped up the water, expecting the water in my bucket to look green. It didn't, it looked like the normal water colour. I placed the water back down, and it became green again. I left the water there and went in search of normal water outside of the swamp. When I found some I placed it down to make sure it was normal water, and it was. I returned to the swamp biome and placed it down again. It turned to the emerald green colour again.
So now to the suggestion. I think, instead of all water, placed or generated, being emerald green in a swamp biome, the water in a swamp should be a whole different type of water. It could be called 'Murky Water' or something of the sort. This would allow the placement of normal, blue water in swamp biomes and murky, emerald green water outside of swamp biomes.
The only purpose is for aesthetic reasons and in case of decoration, you could have two different colours of water.

It just doesn't seem feasible. You'd have to rewrite the entire code because the water is biome dependent and the same block no matter what, like grass. Youd have to make different kinds of water and disable biome dependencies.
