This would probably be very difficult to code, but it was fun for me to think up and design.
How about if You make a house and leave it to rot NPCs would move in.
BODY OF THE IDEA
If you don't enter a house for say about 30 minecraft days (or one minecraft month) a NPC of a certain type depending on what the house is made of would move in.(The door would also have to left open) Obviously the house would have to have some specifications to suit NPC life.
It would have to have a ceiling of atleast 3 blocks tall. (from the inside)
And have floor space that atleast 4x4 but not exceeding 25 in either dimension, be above ground, have at least one door, one window filled with glass/glass pains, or steel bars, have an actual floor, and lastly have no holes.
It also would have to be made of the following block types.
Cobblestone
Smoothstone
stone bricks
bricks
Dirt
logs
Clay
Wood
obsidian
Metal blocks (including diamond)
Netherack
Netherbrick
Glass
Glasspains
steel bars
Any form of block such as stairs, pressure pads, doors, fence, jukebox, chest, crafting table, ect.
If there's houses near a house that a NPC Is already inhabiting (Be it from map generation or what I'm suggestion)those houses would have much high chances of being moved into by NPCs.
NPC TYPES
As I said different NPCs would inhabit your buildings if your house is made of different blocks
DEFAULT NPC VILLAGER
Default NPCs would inhabit your houses if your house is mainly made out of these blocks.
Cobblestone
Stonebricks
Wood
Logs
Bricks
PIGMEN
Pigmen would inhabit your houses if your house is mainly made out of these blocks.
Dirt
Smoothstone
Clay
Vampires
Vampires would be default NPC villages only with red eyes. Every night they would turn to vampires, and in the morning they would turn back. This transformation would controlled by time of day not light.
When they are in vampire form they would be hostile and have the same combat stats of zombies, only have 2 more hearts and be as fast as spiders and could pounce like spiders. They would catch fire In light from sources of which don't matter.(Any light source imaginable) They would only transform at night if there in a area with lots of darkness, and would never walk into light when left alone, and could would not chase you into light.
(Taking suggestions for vampire drops)
VAMPIRE HOUSE BLOCKS
Vampires will occupied your house if its mainly made out of the following blocks.
Obsidian
Metal Blocks (including diamond)
Netherack
Netherbrick

NPCs Could be forced out of your house if you kill them off repeatedly and close the doors to your house repeatedly, and your house would not be a candidate for a NPC to move in for 80 minecraft days after you force some one out.
This...is pure genius. I think I could help you with this. Perhaps you'dwant to createa welcome mat of sorts tht wuld attrct the npc. It would also appea that they would live in other places besides these houses.

Nice idea how about a welcome mat made out 6 leather (the bottom six crafting slots.)
it sounds a bit like Terraria if u ask me, wouldn't mind it tho. But with the addition of NPCs in the NPC villages in 1.9 (THEY LOOK LIKE SQUIDWARD) that look completly stupid it wouldnt have much use.
