The idea I propose is that light blue sparkle-like particles should subtly appear on stone within a 3 block radius of diamond. This will give players more of an edge to finding diamond, it'll also make mining for diamond more interesting.

I honestly see no downside. A slight glimmering effect would go a long way when mining.
not having a diamond isn't the end of the world, and really, they aren't hard to find.
Over and over i'v skipped the "getting a diamond pickaxe" phase, and went ahead with crafting a bunch of buckets to make a Nethers portal. It should at least be a little easier to get diamond without making it less rare.

For all you that can't find diamond here's a easy way. (I've found around 400 diamond so far.)
Step one: Make your way down to about 8 blocks about bedrock.
Step two: Dig a straight endlessly until you hear water or monsters.
Step three: Dig to the sound until you find it.
Step four: Explore the new found cave system, and mine all the diamonds hanging out of the walls.

I mined using that technique (I'm no newby) for over an hour and guess how much I found, ONE!
