Monster spawners, when mined with a gold pickaxe, should drop a "dead X spawner", where X is the kind of spawner it was when you mined it.
To reactivate it, you would need to smelt it using 16 coal/charcoal, and would need to "refuel" it after a certain amount of spawns, say 128, to stick with the powers of 2 system minecraft has.
hmmm... I don't really like the idea of having to resupply it, it would be to much of a hassle... Maybe we could reactivate it by smelting it, like you said, to reignite the flame in it... but it would take a really long time, and you would have to re-smelt it every time you mined it.

While I don't really want placeable spawners either, the thing is that VIRTUALLY EVERY ITEM ALREADY IN GAME CAN BE SOMEHOW USED TO GRIEF. Tnt (kill people and/or their creations), tools (hurt people/push them off ledges, destroy the block they are standing on to make them fall/die), bow (shoot them/push them off ledges), water (inhibit player movement, force them down somewhere, drown them, kill torches, etc.), lava (burn people, wood, wool, etc.), flint and steel (burn people, wood, wool, etc.), sand/gravel (suffocation), virtually any block (to inhibit movement/trap someone, [obsidian works best]), redstone (create intricate mechanisms to annoy/kill people in various ways), etc. You can even grief with your bare hands.
See what I'm getting at? I don't want placeable spawners either, but the logic you're using for it is flawed.

I'm not too sure how I feel about this. If anything, maybe the "recharge" would require a whole lava bucket (which isn't too hard to acquire, but takes a long time to burn through)
Even then it may be a bit unbalanced. I dunno, mob spawners are a touchy subject. They could spawn more derpy mobs with lower drop rates, maybe? I'm just throwing out ideas here
I like the Idea, but I agree it should be difficult. Maybe you mine with a gold pick, which takes twice as long as obsidian (You'll really want to pick it up), with a chance of a mob spawning regardless of light level "OH CRAP! I accidently set it off". This will give you a dead spawner
Then, you need to surround it by 7 redstone to re-prime it, including an item to indicate which mob to spawn. Bone for skeleton, slimeball for slime, string for spider, rotten flesh for zombie, meat/wool for passive mobs.(Ender pearl anyone?).
Then you need to ignite the fire again by putting it in a furnace with 1 bucket of lava, or equivelant amount of coal.
The gold pick thing is a good idea (because it'd give gold picks a use, and it'd most likely force the player to go make one and come back for the spawner).
I'd love to be able to pick up spawners and move them around. So many uses...
I don't think it should take too long though, since it'll keep spawning monsters while you dig. It should take long enough for you to be interrupted by maybe one or two, but not so long that it's borderline impossible. It'd kind of defeat the purpose of adding this at all.
P.S. I don't think they should have to be "recharged" or "prepped" or whatever.

Games should not be developed with the cheaters, hackers and griefers in mind. They should always focus on the benefit to the loyal players, then the security. In other words, features shouldn't be left out for fear of being misused. They should be added, then also add protection.
Btw the "griefers will misuse it" argument is getting very dry. There are already things like TNT that are used more for griefing than anything else, but that doesn't mean they shouldn't be features of the game.

I don't think you can move spawners with a piston. I just use Risugami's Spawner GUI mod. Ya they're a bit easy to harvest. Maybe make it so only a diamond pickaxe can harvest it as a dead spawner. Considering all you'd have to do is build a tunnel under the dungeon and mine up thru the floor to the get the spawner without any problem from the mobs I don't see a point to making it harder to mine though. Make it so you have to place it on the crafting table with 8 of X item to make it spawn X mob and then relight it using a bucket of lava and ONLY the bucket of lava would work. Maybe even require two or three buckets to relight it. It would make you have to stand there with the third bucket at hand until the first bucket is finished smelting, the second one starts and the third is placed in the ready position. It takes along time to smelt 100 units of materials and staring at that first bucket to finish won't give you much to do.

Actually, my logic is that we don't need ANOTHER item that can be used to grief servers. Obviously there are tons of ways to grief on SMP now, and obviously no matter what people will find ways to use new items to wreak havoc... but personally I just don't see the need for this to be implemented.

i love the idea of being able to move sppawners, but it needs to be stupid expensive. (like beacons)
being able to just up and grab any spawner you find on your way then later smelt it to use it seems way too easy, now dragging a vast amount of valubles into the dungeon to harvest the spawner sounds better, like you have to surround the spawner with diamond blocks ( 3x3 cube 153 diamonds total ) and then use a gold pick with a rare enchantment that destroys the pick once the enchantment is activated ( by digging any diamond block surrounding the spawner ) you get the spawner dropped ( no activation required ) but all the diamond blocks get destoryed in the process.

I think that Mojang made mob spawners unobtainable in survival for a reason. Otherwise, they would have already done it when they implemented them.

If they made them unobtainable because of people complaining about it, there's a simple solution: Don't play on servers that let you move the spawners, or don't mess with the spawners in single player. No one forces you to use the obtainable spawner, and last time I checked, we could play this game how we want. If we want to pick up spawners and make them all nice and fancy, we should be able to.

You can't just say "if you don't like the feature, then don't use it", and then use that as an excuse. Since I'm not bothered to explain it, let me rip out a couple of quotes out from the good old suggestion guide.
Possibly the most overused excuse that most people make when they try to defend a bad suggestion of theirs. Options are left to major things, such as structures, cheats, the type of gamemode, things like that. Don't tack on the optional crap if people think your idea is bad.
If your suggestion is good and balanced enough, it doesn't have to be optional, get it? "Wait, my new cave mob that can insta-kill players isn't liked? Well, it can be turned off!" No. Stupid move. Mojang won't add an option for one mob. It doesn't work that way. Though they did kinda do that with the "bonus chest", but whatever.

This excuse gets pretty stupid when people suggest things that actually can't be ignored. When you make that thread about being given the option to throw TNT where it explodes on impact, don't say "well if you don't like it just don't use it." That's retarded. Sure, you may not want to use it, but that's not gonna stop other people on SMP servers from chucking loads of TNT at your house. So... did you ignoring the feature fix anything? No. It didn't.
Also, if the idea is crappy and it's something no one would care about, being able to ignore it doesn't salvage the idea. Because if that was the case, Mojang would've made the effort to add something to the game no one would use. Therefore, effort wasted.
