Well, its almost universally agreed that the endermen came up lacking in their fear factor. However, this can be fixed in a few very simple ways.
1. White blank unblinking pupiless eyes, because they are creepy
2. Razor sharp teeth, (see 1.)
3. make them a threat in combat. they should be fast moving, and should use their teleport ability to gain a tactical advantage. A fight with an enderman should feel frantic, there should be the feeling that you are screwed even if the fight isn't that hard
4. upon staring at the lone enderman long enough, up to 5 of his friends can appear by him as well. when the staring contest ends, a battle royal against 5 endermen ensues
5.incorperate the endermen distortion proposed by ValkonX11,it sounds nice and creepy
6. Make them waterproof, these are the shadowy abominations of the far lands, not witches
7.shrieking noises when they rush you, because zombie sounds don't cut it
hopefully this combination of buffs and effects would render the endermen capable of living up to their insanity inducing reputation.
I agree that Endermen are not scary and way too easy to kill. I was so excited to have a creepy monster stalking me in the night but they were are big letdown.

i think the Enderman should have their, apparently soon to be nerfed, feature of moving blocks to be adjusted. Them moving your stuff is a bit annoying, but instead have them build structures. nothing to crazy, but small structures that look like they could be pillers, shelter, circles, whatever. Maybe they could cut patterns in large areas of wild grass.
Basically, cut back their "griefer" aspects, and increase their mysterious aspects. Have them carve out a tunnel. Why and to where? Who knows? They are Endermen.
What if Enderman could put things into your Chests (but not remove, because that would be griefing. adding is just being a good neighbor, a good stalker neighbor)
I personally love the missing or relocated block of a tree here and there. Makes me realize that I rarely see them, but they ARE out there messing with my mind.
There was another thread about the possibility of the Enderman being able to mimic the sounds of other mobs, that way you never really know if its going to be what you think it will be. Add to this, when the Enderman chases you, it should screech with 2x speed versions of all of the aggressive mob sounds at once. Be like one of those freak-out/screamer videos from youtube. Enviromental damage shouldn't trigger this screech, but it would be funny.
Let's face it Endermen as they are now are pointless and frustrating. From ripping apart my creations to moving pointless mushroom pieces around the map they just don't add a lot.
I propose the following change to make them creepy and downright worrysome.
First, the enderman should be much more rare. Any creature you often see, becomes common place. If Endermen spawn less often they instantly become more noticeable.
Second, the enderman shouldn't randomly pick up blocks, walk around and drop them. I'd like to see a system where endermen actually construct something. This construction could be based off the number of endermen working on the project. Perhaps 1 or 2 endermen construct a new spawner along with walls/ceiling to appropriately light the spawner to work. 3 or more endermen actually construct an enderman castle. Left unchecked and uncleared, endermen would suddenly be something that you have to deal with when they show up.
This would make endermen something to be feared and give mine crafters a form of questing as they have to deal with the endermen problem when they do spawn.

Here's what I think should be done.
Endermen are in no way related to the Far Lands.
The Sun rises in the North! Now these points of data make a beautiful line...
