When you start the game, Creepers, Skeletons, Zombies. They are a problem, but you quickly overcome them. They can still surprise you, but you are far more well equipped to deal with them. They really cease to be an issue and some even make huge mob farms.
But what if, as you started walking father away from your spawn point, the odds of something more powerful appearing approached? Creepers that didn't die unless hit 10 times with a Diamond Sword, or Skeletons that could snipe from far longer distances, or Zombies that moved a lot faster?
I think Mobs should come with a simple Lv system, maybe just 1-5
For example.
Creeper Lv 1 (The default and current one)
Creeper Lv 2 (Adds moving faster and explodes after a shorter amount of time)
Creeper Lv 3 (Adds twice the damage to kill)
Creeper Lv 4 (Spawns in daylight as well)
Creeper Lv 5 (Immunity to swords or arrows)
I think it would add the fear, you see a monster, but your not sure just what kind of trouble you might get into by killing it. What do you guys think x.x
This is a relatively nice idea. Could use some more work and some actual suggestions instead of ideas, so we have something to argue against. I am, of course, referring to the smaller ideas for the main idea (i. e. the creeper levels).
I like the idea of some sort of difficulty scaling in the game. (Because Ounce you play awhile there really is no challenge) The way you suggested I however do not like.
Distant from spawn has nothing to do with how far and well developed you are in the game, and while I would like difficulty scaling to make monsters better the way you suggested is very, very, OP (as in the monsters being to hard)to the point of absurdity.

Or maybe Notch can add a new difficulty level for the Lvl system (which I will never turn on) ?
What does that even mean?
