Kelp: basic flora of the oceans, grow upward with vine-like mechanics (not past the surface obviously), and spread in small clusters like mushrooms.
Coral: found in clumps in shallow oceans waters, available in a rainbow of colors like wool (no purpose necessary, just to liven the place up).
The aggressive mobs aren't needed as badly as some basic flora to simply liven the oceans up, and be less barren.

this took me a while so dont hate ha.
i think these should lurk in the botom of the ocean as the deepest parts of water are dark and i can see these inhabiting dark areas of water.
maybe they could drop teeth that can be crafted into arrows that do twice as much damage as regular arrows, i dont know maybe a few suggestions?
how they attack i feel how they look and given their nature i would like to see them attack from below the player if in a range of 10 blocks? they attack from below and can on occasions break small boats. they could swim the same speed as the player as it would be a bit unfair if they swam faster because they could swarm you. feedback?
i really like this idea and hope to see it in a mod or evn the defult game!!
