I was making a Snowman Army today in 1.9 and thought to myself:
This is really easy...
I thought of a block that would be reasonably difficult to obtain and I thought: Soul Sand! Think about it! It already has souls trapped in it, that embody the golems you make! Just put down a snow block, a soul sand block, and a pumpkin to make a snow golem! It makes more sense than just a pumpkin on snow. Thoughts?
I'd rather avoid having too many nether-exclusive items and abillities. Some prefer not to go in there, so for those people this would render them unable to craft snowmen.
If zombies dropped "brains" instead of "raw flesh" then activating the snowman could require that you place the brains inside of the pumpkin.
Additionally, you could need to build it in an area where lightning is likely to strike so that the lightning can bring it back to life. Placing redstone all over could make it so the lightning can also hit the redstone to activate the zombie snowman.

Just for the record by the way, I don't choose not to go there because I'm scared of the dimention or anything. I choose not to for religious reasons - I'm not comfortable going to an area that is supposedly baised on hell. No offence taken, just clearing up the missunderstanding.

I would love to have the snowman be crafted as snow, soul sand, and a pumpkin in that order.
Or, even better.. The normal snowman. You'd need to craft a 'Ghastly Tophat'.

Flesh is from the Zombies.
The top hat would have 32 uses before it broke.
It also doubles as a fashionable tophat for yourself.
