Instant block breakage is obviously a useful part of creative mode. However a lot of what I do in creative mode is testing out defenses and challenge map ideas for use in survival mode.
Sometimes I want to test how long it might take to escape a trap for someone without super block breakage powers.
What I suggest is that when you use a tool in creative mode it takes the same amount of time to break a block as that tool would take in survival mode. Breaking blocks by hand, or with items that aren't tools, would still be instantaneous.

True, but then you need mods for all the other stuff creative lets you do. Flying, invulnerability, etc. Plus, why not have something this simple as part of basic creative mode without relying on outside programs?
For that matter, it would be nice if creative mode let you turn invulnerability on and off too. And access your normal inventory so you can put on armor.
Yeah, changing between creative and survival would be nice.
I'd like it. However, if it were implemented, you would see a multitude of complaints to the tune of:
"I have no willpower, so I can't resist switching to Creative mode when the going gets tough. Therefore the ability to switch modes is bad and ruins the game."

maybe only have it on worlds set on creative mode originally? I mean, hunger won't be on if you play creative, so that's a reason to play survival. And it's no different than peaceful.
