What it is: Translucent unbreakable white blocks that spawn like water, block some light, but don't slow movement
What it adds: New danger, since it hides potential threats
Special attributes: Spawns and spreads slowly at night, fades slowly in sunlight
If implemented, it better be a server option you can toggle.
For example, the "void fog" is cool if you like exploring, but a royal pain in the rear if you like building stuff down there and can no longer see even when properly illuminated. Since there is no toggle option, we have to rely on mods to get rid of it. Annoying.

Personally, I think there are a great many opportunities for toggling individual features on and off for servers that aren't implemented as yet.
It would be awesome if you could have a server config file with things like turning specific mobs on or off, adjusting spawn rates, adjusting void fog, etc.

OT: I would like this idea if you explained more.
