The basic idea of this is that you have a stationary scarecrow that releases birds around itself that chase mobs out of the general area around it, doing trivial-no actual damage. It works opposite to snow golems, which bait mobs into attacking them. If the mob decides to actually come into a closer range, the crows will attempt to murder it. Pun intended.

I actually really like this idea. Not necessarily the crow part (though that would be neat), but adding some sort of scare-mob into the game that wards hostile mobs off from certain areas might be really cool.

Make a gold brick part of the construction process and it's rare enough, IMO.
It takes 2 snow blocks and a pumpkin to make snow golems currently. For this I'd say jack-o-lantern, sticks, and wheat.
