Because that would be adding a LOT of blocks into the terrain.png, which has a limited number of open spaces.
What about having solid-color squares on a separate .png file that could be made partially transparent and placed on top of the existing textures within the game to make the dyed versions? Only one square is needed for each dye, rather than having to add a version of every single block in every single color.

Also, I've always wanted birch and pine to produce differently colored wooden planks. It'd only be two more textures, but I think it'd be glorious.
