So far shears collect vines, leaves, and even tall grass. However, they don't collect flowers. It's sort of strange since flowers are almost always collected by having them being snipped off, rather then having them be pulled from the grown. Mushrooms are a different story since they're difficult to cut.
Summary: To harvest a flower you should require shears. If you harvest it with your hands you should only obtain the dye, not the flower itself.

It's not pointless, it gives a reason for shears. If you wanna decorate with flowers, you would require shears. It's exactly how leaves are designed. There are many pointless blocks, does that mean they should all be removed? Then before you know it, minecraft isn't minecraft anymore.
