Minecraft's terrain likes to make a lot of cool, towering mountains, but at the moment there is next to no reason to build or explore them. After putting so much effort into scaling a massive mountain the player is rewarded by being as far away from useful resources as possible in the game.
I suggest that in addition to being found below layer 32 iron, gold, and even the occasional diamond or redstone should be found in stone above layer 96. Keep in mind that relatively few natural structures actually get higher than this, so I doubt it will break the game but it should add a lot of new, fun options to minecraft.
