So simple its a must! Just throw in lily pads in the swamp biome, they could just be a flat object that looks like a lily pad, and even better could be pushed around and float in water sorta like boats do when your not riding them.

Hmm, I'm not sure of what purpose they could serve, but its not like vines, bookshelves, mossy cobble stone, leaves, and cracked or mossy stone bricks really serve a purpose but decoration and building shelter. but they could be picked up and placed back in water so you could make a pond I guess.

That would be awesome, but the whole pushing them around just isn't realistic. I realize that Minecraft isn't all that realistic, but that would be just weird.
This sounds great. With the addition of vines which are purely aesthetic, adding something like this to swamps would be awesome, and give a better overgrown feel to the biome.
There should be large lily pads and small ones. The large ones behave like a solid object, so you can ride on it like a raft.

agreed on both counts ... but if you're going to put them in unlike bookshelves, they should have a purpose. just need to think of what the purpose is : \
How about after a while(if they're left untouched), lily pads will tether themselves(I know this already sounds unrealistic, but neat) to the ground level of the water and you can use them as platforms. Just a thought :x
I'd suggest making lilypads buildable, moveable objects that float on water and can be pushed around depending on the amount of blocks attached to them. In this way, the player can make some sort of boat that doesn't make you feel ridiculous when using it. Using enough lilypads and some kind of a special propulsion system, oceanic biomes would be a lot less useless.
I would rather see them in water in forest biomes. Jungle already has vines, so this would be a good way to differentiate Biomes more.

Maybe you could use them for the anti-venom/antidote for cave spiders?
well you find lily pads in swamps, I go to this one once in a while and they have them.

Or more fun anyway.
