In case you misunderstand, I am not suggesting water be made as particles + GPU powered physics. I am suggesting that they remain as blocks but instead of having crappy, broken, and limited physics utilize the power of GPUs for realistic physics.

PhysX ring a bell? OpenCL/Bullet/Havok is the same but not confined to NVIDIA GPUs like PhysX.
