You made it sound more like a discussion page, but I will share my opinion on it.
I think that, unlike the millenaire or similar mods, they should only display their NAME over their head. Not what they're saying; that's just annoying. I would like them to speak, but only in the chat on the left. Which there should be in ssp.
NOT like Oblivion. Keep it to the chat box or in speech bubbles above their heads.
I'm sure there'll be a mod sometime in the near future that will add equippable companion NPCs after 1.9, more dialogue and more NPC types (ie. rangers, travellers, adventurers, etc.), so I needn't even suggest them. Branching dialogue, though? Nah. What would you talk about with NPCs, anyway? "What's your job," or "What are you doing in our village, traveller?" It'd be completely redundant and boring without an actual plot to drive dialogue.
