Heres my idea. When it rains a lot in game the water level in rivers, ponds, lakes ect. will rise and destroy blocks 1-2 blocks above sealevel. This would only happen in very heavy rain, which would happen near the forests and swamps. The heavy rain would occur every 3-6 days near the swamp and 8-10 days in the forest. For protection you would need to build a home in the desert or ice.
Wouldn't this cause a problem with water rising in certain areas but not others like what you have with the maps from 1.7 to 1.8 with water being 1 block lower.

If only I could aim.
It would never rise more than before and can only destory blocks that become sumbmerged
So it would never destroy a whole biome, just the edges of rivers and lakes.
