I have no idea how the coding is right now, nor do I even know Java. But I do know a little about C++ and how coding works. A simple easy way to change Enderman so they target player placed blocks would be to change the drops you get from mining/digging/chopping blocks. Like right now when a tree is chopped down it gives out a wood block. And right now Enderman target wood blocks. Instead of having the world generate wood blocks, have them generate blocks with the same texture as tress but just with a different name. So when that block is chopped/broke it drops wood. Then make an exception for the Enderman not to touch that block. That way when a player places that wood, the enderman only target player placed blocks.
This would be a simple easy change, that would not take to much time to code. This would make enderman creepy and make survival an actual challenge.

Picking up a human-placed block isn't creepy, it's annoying. And it would barely make survival harder, just dig deep into a mountainside or something.
