When a creeper is set on fire, they will explode (with a countdown as they do normally). They drop gunpowder, and what does that do when it is lit on fire? Explode!
When a creeper gets wet, they will be unable to detonate. After all, wet gunpowder doesn't do much. ("Keep your powder dry!") Since this is the only attack a creeper has, a deactivated creeper will not approach within sword distance, but stay out side of sword range and circle, much like a skeleton. Once a creeper gets out of the water or rain, a short drying off period ensues, then the creeper will act normally.
Charged creepers are immune to both effects.

On Topic-Would the exploding gunpowder be when it's in dropped form or look like grey redstone scattered about upon explosion?

Creepers are already affected by water. Their explosion will do less damage and not destroy that many, if any at all, blocks around it.
