I actually like this. but having it dim/put out lights would be more complex than it needs to be. Just have light source drop a source block.
Alas, people would call this in game griefing or something. and it would never happen.

or just have the torches in the endermen proximity turn to red stone, it would be dim and creepy when happy yellow light turned red and started to move towards you fast.

I get what your saying, the light levels within a certain block radius around them(the 1st being the ones they are in) are dimmed in descending order towards them.
To me I see endermen as dark creatures so why not make them able to effect lighting around them to reflect that?
For example, as they get within a certain distance of torches/glowstone/jack o' lanterns/fire(?) it would either appear to go out, or dim.
This to me would be extremely creepy and it can be considered a support effect as other mobs will then be able to spawn around them.

Yeah I was thinking something in the light level area of a redstone torch when dimmed.
We can identify spiders in the darkness due to the eyes that are not effected by lighting, would be a simple matter to apply that to them as well.
How so?
Some mobs have code so that when your in a certain distance from them an effect happens, you get too close to a creeper and it begins to explode.
Simply increase the radius of said activation and have it dim the light level of light sources in that area to the level of redstone torches.
As in the have a "fog" effect around them?
Or a localized nightime like effect?
