I think Notch should add HIM as a rare random-spawn boss... and not announce it in the patch notes. Just because I think it would be funny to see how much evidence there would need to be before the more skeptical members of the community (myself included) stopped dismissing it as a hoax.
Between the code for Creepers and Endermen, it seems like it'd be pretty easy to make a mob who tries to stay out of sight (possibly by teleporting to behind the player), and then attacks if you look at him. Bonus points if his AI when he's not aggro consists of sticking torches in places where the player doesn't remember putting them.

This is horrible. I don't think Notch should do anything else with Herobrine. I like the double negative he put in the last patch, -Removed Herobrine. People will stop fearing him if he's confirmed. The fact that he's some kind of mysterious, sinister force is just amazing. I'd love if Notch did something like a twitter hint. Maybe he'd say "The newest mob is a bit more... human. Mwahahaha..."
maby add in optional challenges you can chose to do for survival and one would be fighting herborine (choseing to do it would turn him on, he wouldnt appear unless you do the challenge)
I would enjoy seeing him re implemented back to vanilla version of the game, i have the Bukkit server plugin named "Herobrine Unleashed" currently and it is fun i get asked alot about it in game, he is very popular.
All he does is build random structures and teleport around.
But I like this idea. Maybe he'd start appearing if you build that shrine with the gold blocks and redstone torches and all that, then he'd start building 2x2 tunnels and pyramids. Also, he'd be capable of opening doors, destroying blocks, using switches, and stealing things form chests.
To get the items back, you'd either have to kill him or raid his house.
Maybe Notch could hint at him by showing off a cool landform he found, but the fog would be on, and Herobrine would appear in the fog.
