Notch already made it so with this you can't get 1.8 without already having Minecraft so he must have the code, and if that were the case this could make mods a lot easier to upload. So how it works is you would go to Minecraft.net and there would be a button upload mod and download. After clicking upload you would simply select your minecraft.jar and then click upload. Notch would copy the script he used in the 1.8 pre-release and apply it to this, so then you can upload your jar and minecraft files while it being legal and safe. Then once that happens it asks if you would want to replace your minecraft.jar with that, and if it's not found in %appdata% then you would have to select it. I'm sure notch or jeb could find a way to make it compatible with your previous jar files too. Also when you click Download it would give you a list of the mods in order from most popular to least.

I'm alright at installing it's just there's not ONE other guy who doesn't know how to? When it's this simple and sometimes very complex to upload mods, it only makes sense.
